The availability of labour is a major obstacle for foreign investors
to adopt Mauritius as an outsourcing platform for their activities,
according to Charles Cartier who proposes that firms be permitted to
recruit freely. “Eliminating barriers and attracting foreign workers
is certainly the way forward for the ICT/BPO sector. Take, for
example, the textile sector. If we were to rely solely on Mauritians,
the industry would not have encountered such developments and rapid
growth,” he says. The businessman adds that the high unemployment
