I am not sure whether it would help the economy; it would reduce the
number of jobs available to local people though.

The 14,747 number for employment in ICT includes people working in
Call Centres [1]. My guess is that the number of jobs in software
development and website development might be less than half that number.

The median monthly salary for a web developer in Asia is Rs
11,168. If the minimum salary limit of Rs 30,000 is removed it would
be cheaper to hire that web developer instead of a local web
developer who has a bachelor's degree and two years work experience.
