One of the problems I found in your message is that your device is
being assigned a "private" IPv4 address. It may be possible to
configure the device so that you have access to a "public" IPv4
address. The message from Emtel does not mention the latency
problem. That is not the same as "dedicated bandwidth".

I suggest following up on the problems if you are not satisfied with
the information provided by Emtel or if you do not wish to be on a
CGN in future.
