Not allowed to connect to govmu.org mail servers

Hello,

I sent an email to civstat_at_govmu.org and I received a delivery error:

   to=<civstat_at_govmu.org>, relay=mxmail1.govmu.org. [202.123.27.107],
   dsn=5.0.0, stat=Service unavailable

The error from both mail servers is: "554 5.7.1 You are not allowed
to connect."

Did anyone receive that error when sending mail to a govmu.org email address?
