I don't agree with the statement, at least partly.

Back in 2007, I was getting 150-180 ms Latency on a 512Kb/s business
line to facebook/myspace. Fast forward to 2015, and we are getting
650ms. Right now, at home I have a 30Mb/s line with a 350 ms latency to
facebook.

What changed ?

The latency got worse, while the download speed increases. However, the
needs of users have changed. People want *responsive* websites, Voip,
and Google Hangout sessions. Who wants to wait 3 minutes to get a 30
characters message on whatsapp ?

Orange, Emtel, and Bharat need to investigate and fix the latency.
Personally, I believe that they can reach latencies of around 90ms to
120ms, if they care about their customers.
