Is the ICT Advisory Council useful?

After reading the reply from Avinash and the above reply from Ish, I
wondered whether the ICT Advisory Council is useful. The work of the
ICT Advisory Council up to now has been to recommend five members of
the Information and Communication Technologies Board to administer
and manage the Information and Communication Technologies
Authority. Ish mentioned that requesting information from government
agencies in Mauritius is not easy. I wrote to the Ministry of
Technology, Communication and Innovation on 1 July to ask about the
names of the members of the ICT Advisory Council [1]. I did not
receive any reply up to now.

What is the use of having an ICT Advisory Council if the members of
the Advisory Council are ignored by the Ministry of Technology,
Communication and Innovation?
