Let's see the keywords used in the title; banque mondile, vante,
mérites, transparence, l'état.

Currently, the word 'transparency' is being tossed in several debates
and people will automatically associate it with the government. So, yes
I find the title misleading.

The team of data experts & officers from the World Bank have come to
Mauritius for an 'Open Data readiness assessment'. The title does not
indicate the same.
