Hello all,

The workshop was about Open Data Awareness.

* Anat Lewin talked about "What is Open Data" and how to adapt open data.
She mentioned the ODRA methodology and it's 8 pillars.


* Andrew Stott listed the benefits of Open Data and policy objectives.


* Alla Morrison talked about Open Government Data for private sector, Civil
Society and Academia. She also gave examples of data portals, etc.


* Amparo Ballivian talked about Open Budget Data and showed a 5-star
grading system (1-star = PDF, 2-star = spreadsheet, 3-star = CSV, etc). She
said that Mauritius is not even at the "1-star" level though some data in
PDF format are available, simply because these sets of data do not have
proper licenses. She expect Mauritius to be at the 3-star level in 3 years.

* Michael Wagner talked about Open Data for Disaster Resilience / Disaster
Risk Management. He mentioned OpenDRI and some other OpenSource tools.

Then we had a Q&A / discussion session. When asked about when we can get
the datasets at the earliest (Jochen question), Anat Lewin (from World
Bank) replied that *it all depends of the willingness of the Government*.
She preferred that existing data be provided at the earliest (PDF, or
converting the PDF, etc) without delay.

Andrew Stott on the other hand said that, in *optimal situations*, it can
take up to 6 months to get the 1st datasets as it will take time to get the
government organised, put legislations, etc. Open Data Policy have to be
harmonised with the legislations, etc.

Someone from the Food and Agricultural Research and Extension Institute
(FAREI) [1] said that they already provide open data but was unable to
comment about the licencing of these datasets (when asked about the same
by Amparo Ballivian). Hence, unfortunately, the data provided by FAREI
cannot be classified as Open Data, until they have some proper licences...
