There is very little participation as people are not interested in
what is being discussed on the mailing list. People might be afraid
to participate because of their lack of knowledge of some of the
topics being discussed. People might also not comfortable to discuss
about problems in a transparent manner because of legal threats.

An initiative-based approach has been adopted as it was not possible
to solve the participation problem. We only try to solve an issue if
there is a group of persons with initiative and who are willing to
put in regular effort to do the work.
