Focusing on earning good scoring marks when there isn't really any
social impact is, in my opinion, a luxury. I agree with you that it

I'll highlight a point from the above; the ecosystem has to be in
place. From an Open Data perspective, there isn't such an ecosystem
in Mauritius.

The issues are:

   (a) The Open Data report submitted by the World Bank is still not publicly
       available.

   (b) There are very few people in Mauritius who are interested in writing
       software for free.

   (c) People interested in Open Data should be asked for feedback about the
       future law. I doubt that the government would be interested in
       taking that approach.

The main issue is sustainability.
