People sometimes compare a national identity card is with a
passport. The difference between the two is that a citizen usually
can move freely within his/her country without having to prove
his/her identity. A biometric passport verification is usually tied
to a facial recognition system. It will be interesting to see
whether the Data Protection Commissioner considers the raw image of
an individual's face as sensitive personal data.
