That looks similar to the situation in 2013 when Ebène Accelerator [1]
was launched. Two years later [2], discussions are still ON to make the
"incubator" dynamic. Did anything "successful" happen for the Code
Challenge [3] winners of 2013 (keeping in mind that no hackathons were
organized ever after)?

The start-up scene isn't just about people having ideas. What you have
published on ict.io are people with ideas. A start-up culture involves
more than that. Unless you make pickles and export them, your startup
cannot generate much income and make a success. You have to keep in mind
that the local "audience" represent an adult population of ~900K and
even less are internet users.
