I read Mr Moonesamy's email and he did not ask for a favour, did not
indulge you to commit an act of corruption, did not request something
outside of the professional ethics. He seeks information from the ICT
Authority and asked your assistance for that matter. The word insult is
subjective because I would agree on the fact that officials have
recently shown very poor netiquette.

I was utterly surprised to read your response to Ms Shelly's email. Let
me clarify something that must have gone above your head. First and
foremost, Mr Moonesamy did not share your email address with Ms Shelly.
He emailed you and copied a public mailing list for the sake of
transparency. Any other subscriber of that list will see the message and
your email address & if he/she is interested in the subject being
discussed, the person may contribute accordingly. Ms Shelly reacted
strongly to your responses as she expected more professionalism in email
writing & addressing public queries (keeping in mind that your messages
go on a public list), by a board member of the ICT Authority. For the
sake of information, and also for the matter that I also notice that
some officials have very poor netiquette, please refer to

I do not think you're subscribed to this mailing list as I did not read
your introduction here. So far, the mailing list has only been copied in
messages directed to you.

Is the word "spam" synonymous to "unsolicited messages"? That falls well
because I've been chasing Dr K. Usmani, Assistant Manager, CERT-MU,
since several weeks to have his advice on the provisions of law
regarding unsolicited messages. He has not reverted back. Maybe your
experience can help here.

Now, referring to your nomination on the board of the ICT Authority, I
shall remind you Section 5.3 of the Information and Communication
Technologies Act 2001:

        "Members of the Board shall, when viewed collectively, be persons from
the *public* and private sectors who are suited to serve on the Board by
virtue of their qualifications, expertise and experience in information
and communication technologies, computer science, broadcasting and
telecommunication law, business and finance, internet, electronic
commerce, and related educational and training services".

For that matter, are you someone from the public? Should I assume that
you consider a valid question & request for assistance from the public
as "spam". I do not see Mr Moonesamy or Ms Shelly emailing you for a tea
party or talk about cars, but rather asked your assistance for a matter
that might have involved high-level corruption; annual reports of the
years 2012, 2013 and 2014 are not to be found. Is that something that
deserves the "spam" box of a nominated person on the board of the ICT
Authority. If the answer is yes, then, as Ms Shelly usually tweets,
#wearedoomed.
