From
https://www.icta.mu/home/organigram.htm
"The Authority has a staff of around 75 employees spread across
the five departments."
It does not look like the ICTA is short of staff. The ICTA does not
sell any service to consumers; I don't understand the purpose of
having a department for marketing. The replies I received in
response to my request about the Annual Report for 2012 were
strange. I don't know whether it is because of the "Audi issues" or
for some other reason.
When I met Mr Jadunundun during the morning break I asked him about
whether the ICTA would block Facebook. I also commented about the
letter as that letter might intimidate internet users in Mauritius.
What was Mr Jadunundun's reply when you expressed your concerns [1]
about the missing annual reports?

S. Moonesamy
