Did the MNIC obtain a judge’s order to access the database of the Civil Status Office?

1. I agree that getting access to hundreds of thousands of records is not
an "exceptional" case.

2. Does this mean that the Government can access our records for OTHER
future project WITHOUT a court order or without our consent (bearing in
mind that a hundreds of thousands of records is not an "exceptional" case).
