That is definitely not an isolated incident.

I reported something similar:

This happens only during peak times where you have more than 250 users
connecting to the Access Point. From poking around, the dynamic server
which gives IP addresses to users cannot cope with the demand. They need
to provide multiple private pool of IP addresses.

There is also the issue of excessive buffering in those APs, which is
degrading the Internet experience due to spikes in latency under heavy load.
