Yeah I think he/she should be held accountable because the fake profiles
are propagating incorrect information and without blocking them the
Administrator is participating in a way. However in reality it will not be
as simple. Its time consuming to detect a fake profile and sometimes at
first an administrator might not even be aware of a certain post or
comment. Nonetheless it is his/her duty to enforce the correct functioning
of the Page.
