ATM card skimming

I read the news article about "ATM : Attention danger":

   "En effet, des clients de la [MCB] se sont
plaints des distributeurs. Un préposé
    de la banque est alors parti vérifier. C’est
là qu’il a découvert l’appareil."

The news article about "Cartes bancaires : La
sécurité commence chez soi" has the following
reply from Aisha Timol, Chief Executive Officer
of the Mauritius Bankers’ Association:

   "Un « monitoring » minutieux se fait au niveau
des enregistrements des caméras
    de surveillance. Du reste, c’est grâce à ce «
monitoring » que la tentative de
    « skimming » a pu être découverte ..."

Were the two ATM card skimmers at the Mauritius
Commercial Bank ATMs discovered based on
complaints from customers or were they discovered
through the monitoring of the surveillance cameras?
