How can you say that you are an ardent proponent of transparency and
openness when you are a secret member who goes to secret
meetings? What is the use of voting on a Council when you can easily
be outnumbered as 40% of the secret members are from government
agencies? For what it is worth, voting is not consensus. Have you
determined consensus in an international venue? A web search would
probably show whether I have done that.

Are you comfortable with being spied upon? Would you tell innocent
young persons that they have to give their consent to being spied
upon as the majority of votes at a secret meeting were in favor of
the National Internet Filtering System?

    (a) a Chairperson;
    (b) a representative of the Prime Minister's Office;
    (c) a representative of the Ministry responsible for the subject
        of Information Technology and Telecommunications;
    (d) a representative of the Ministry of Finance;
    (e) a representative of the Ministry of Economic Development;
    (f) a representative of the Joint Economic Council;
    (g) a representative of the Mauritius Chamber of Commerce and
        Industry;
    (h) 3 other persons representing the interests of consumers,
        purchasers and other users of information and communication
        services, including telecommunication services.

According to the above there are ten secret members on the ICT
Advisory Council. I'll send an email to the Ministry tomorrow.
