I don't think that's their intent. I think they just have badly worded
usage policy.

I'll quote the full paragraph, because it makes a slightly more sense:

It still isn't clear, but I *think* their policy dates back to the days
where internet users used their ISP's SMTP servers to send email.
That's not a particularly good practice and you're probably not doing that.

Realistically if you have your email correctly configured, Emtel can't
see what emails you are sending, because:

1. You shouldn't be using their SMTP serves for anything
2. You should configure your email so that all of your access to it is
encrypted. Emtel can't snoop if it's encrypted.

They don't want you to give or sell access to your internet connection
to your neighbours.

Yes, you can use extenders for yourself within your house. But usage is
meant to be limited to the address it's registered to.
