In general, I would recommend to use a CMS or templating system in any case.
The choice of Joomla! 1.5 or any other outdated CMS could have applied
here - it's a poor choice done by the responsible party to create and
design the site.
Well, obviously, it's already used for some back-links and black-hat SEO
tactics:

So, this clearly isn't related to the choice of CMS.
Using an off-the-shelf CMS gives you the advantage of having access to
thousands of templates. No need to develop it from scratch, easy and
fast done. Furthermore, you keep the door open for growth.
