I attended the presentation which Dr Soobron, Acting Director of the 
Central Informatics Bureau, gave at a workshop on Monday.  I asked Dr 
Soobron whether the Government adheres to any technical 
specifications (standards).  The reply I received is that the 
technical standards are documented in tender documents.  Are there 
any technical specifications which m.govmu.org adheres to?
Mr Sookun attempted to sign in [1] on the mobile version of the 
Government Portal.  The screenshot [1] shows that a non-standard TCP 
port was being used.  Is there a standard which specifies that there 
should be a CAPTCHA on a web form designed for user login?  Why is it 
that there isn't any CAPTCHA for 
https://mail.govmu.org/owa/auth/logon.aspx ?
