I can think of a scenario where I upload the picture of a 18 year old
girl in bikini, who looks like a 13 year old girl, on facebook. Will
ICTA block facebook ?

Again, this raises a lot of concern regarding Internet Filtering. I
don't think that pervasive surveillance is the key. Educating Internet
Users is to avoid those websites is a better way.
