The news article is from L'Express. The single mode Optic Fiber
might be on the greater than 200 kW part of the grid. There would
have to be more Fiber for the 22 kV
distribution network to be covered. It would probably be expensive.

There are currently 18 companies holding an Internet Service Provider
licence. There are only two companies currently offering FTTH for
residential customers. Would a third company make things better for
residential subscribers? I don't know. Will a government body
compete with a government-owned company so that I can pay less for
internet access? I do not think so.

This looks like an only in Mauritius idea. :-)
