The current approach for C.9 gives a significant advantage to Skype
and other services as they already provide C.9 services without
having to pay a licence fee.

It is too expensive for a small business to innovate when the licence
fee is Rs 1 000 000 yearly. The licence fee for C.9 could have been
Rs 50 000 yearly. It would allow small business to create a market
and jobs in Mauritius.
