Does it incriminate you if you re-share a sensitive doc of Facebook?

I was reading an article on capital-media.mu[1] and the following line
caught my attention:

Les retracer ne devrait pas être chose difficile pour les professionnels du
NCB et l’ICTA. Selon nos informations, la cinquantaine de personnes qui ont
ensuite partagé le document sur leur page Facebook sont aussi passibles de
poursuites

Are Mauritius Internet Users conscious about what can be shared and what
not? Who decides what is a "sensitive" document?

If a newspaper published the said "letter" as leaked information and people
purchased the newspaper, would those persons be liable to prosecution?
