Hi;
In that particular case; If a 'normal user' - somebody who doesn't know about HTTPS - encounters such problem, he/she will call a technician; who will (1) Reboot the PC (2) Switch Browser(3) Reboot the Livebox
And then will tell the user that it is beyond the scope of his home network; most technicians won't do any of the tests that you guys did.
The technician will then advise the user to call the famous Technical Support number of that ISP..Here too problems come,
1. Will the agent understand the problem?2. Will they file a complaint for one website not working? 3. How will they solve the problem? - For this the tech guy will solve same; can ignore the question.

P.S: The technician will take around Rs. 500 for only the 'diagnostics'.
