One of the reasons why this mailing list was set up was to discuss
about internet issues in Mauritius. I'll use www.devconmru.org as an example:

   PING devconmru.org (80.81.247.25): 56 data bytes
   10 packets transmitted, 0 packets received, 100.0% packet loss

The reply from www.devconmru.org is that it is an ISP problem. Most
people in Mauritius use that ISP. What will a user in Mauritius do?
