Hello,

I agree with what you wrote about the term
"causing annoyance". In the cases which I read
about in the local press several persons were arrested for breaching the act.

The police decides whether "liking" a message is
considered as causing annoyance. An officer from
the Cybercrime Unit commented that:

    "affirme recevoir quotidiennement des plaintes concernant des dérapages sur
     les réseaux sociaux (faux profils étant le plus récurrent, messages
     insultants, hameçonnage, entre autres), il indique que dans la plupart des
     cas, ce sont des messages qui ne visent qu’une personne en particulier".

A person who received an annoying private message
on Facebook can file a complaint. The person who
sent the Facebook message can be identified and
arrested by the police for its investigation.
