I understood that it was not a full proposal. I am looking at who is
going to be responsible for the software. That's currently one
person in all the estimates which we saw. If that person cannot do
it there isn't any money to pay for help. There won't be much
documentation about the (free) software.

The amount we reached based on the discussions on the mailing list is
lower than the initial estimated costs. I am going to suggest four
million rupees.
