We need to have an employee who will lead the effort on a full-time
basis to design, implement, and deploy the new .mu infrastructure. I
do not believe that having people doing it in their spare time while
drinking beer after work is a good idea, as we are talking about
critical infrastructure.

The immediate question is who ?

I proposed SM for the above mentioned reasons (Points 1-4).

Now, Obviously, that employee will need to build a team to carry out
this important project. I think that this should be left to that
employee's discretion as to how he will build that team.
