Bing.com proxied via Netherlands

Hello,

I am using a MyT 20 Mbps fiber connection. My request to www.bing.com is
being proxied via a server in Netherlands with IP address 165.22.199.12
(refer to attachment tracert-bing.com.png).

Consequently, Microsoft Bing is being shown in the Dutch language (refer
to attachment bing.com-dutch.jpg).

Can you please explain why traffic to Microsoft Bing is being routed
through the ICTA's Child Sexual Abuse filter?
