Assuming Netsweeper came into play in 2020. The CSA was also updated to a
cloud system in 2014. It could be that Netsweeper was implemented then and
they either won the 2020 bid again or the ICTA did not go forward with the
procurement and did not award any contract in 2020. I see no difficulty in
implementing this in a short time period given highly skilled people are
working on it.
