Thank you for the comment. The delay are dependant of the ISP. The 180 ms
have been measured from Reunion Island 's University.
Our Work are the first published study about route and delay from Reunion
Island.
We have wrote that Réunion Island Internet Access are slave of France
because Despite the choice of the destination our data pass through France.
We have also make a similar study in Mauritius, Madagascar, Seychelles and
Mayotte. The paper called "Where is my next hop ?". You can find it on
ArXiv or Researchgate.

It would be very unlikely to see a latency below 200 ms between Mauritius
and France.
Your article states that: "However, most of the residents of Reunion Island
experience a slow internet connection with frequent outages". However, it
does not provide any references for that.
I was surprised to read the following statement in the article: "Despite
the presence of two submarine cables to access the Internet, Reunion Island
is a slave of France". Isn't most of the content from France?
