Thanks all for your answers.
I recall two newspaper articles where mauritians claimed to have built new technologies locally: a water-based motor car and a gravity motor.
I have searched the Web for the second prior to coming here, and found that the author said he was working with international law firms to commercialize his invention and of course manage IP. What he showed to the journalist is mind-blowing

a closed door, heavy noise and a somewhat shining lightbulb.
Do you think he is innovating his way out ?

I came across a case where it was claimed that some of the "IP"
belonged to the client. I don't have an accurate answer for the two questions.

In Mauritius people read things on the web and believe that it is
applicable over here. :-)

You can go to the police to file a complaint or you can hire a
lawyer. I doubt that there would be any results. I did not include
the previous sentence to discourage you. The issue is
complex. You'll need more than one person to tackle it.
