Unsolicited email from Vulp Creative Ltd

Dear Sir/Madam,

An unsolicited email from info_at_vulpcreative.com was sent to mailing
list address for the Mauritius Internet Users on 7th February about a
"Valentine sale". Did Vulp Creative Ltd request agreement before
sending the advertisement to the mailing list?
