I tested the above sites with Firefox 48 and I did not encounter the
too many redirects error.

It is strange to send three redirects to get the visitor to that
location. I am not familiar with Microsoft SharePoint. It looks
like one of the redirects is based on the settings which the browser
is sending.

The Government SharePoint Portal is managed by the Government Online
Centre, which falls under the National Computer Board. The staff
cost for the National Computer Board is Rs 44,400,000 for the next
financial year. The content of the websites are likely handled by
their respective ministries or departments. I don't know whether
there is a specific budget for that.
