Hi Vincent,
I read
http://ict.io/budget-2016-2017-vers-une-societe-totalement-digitale/
The main point on the budget which will help to
move to a "digital society" is the "acceleration
of the Fibre To The Home (FTTH) programme by
Mauritius Telecom to cover every town and village by December 2017.
You asked a good question in respect to the
following: "a national e-commerce platform to
connect consumers from the rest of the world directly to our exporters".
There were the usual announcements about WiFi
hotstops and giving tablets to school
children. A person from a trade union commented
that "l’utilisation des tablettes aurait des
effets néfastes sur la mémoire" and "Il dit
craindre aussi que les enfants aient accès à des films violents" [1].
The difference between last year and this year is
that the news sites used Facebook video and
Youtube to provide live broadcasts of the speech.

S. Moonesamy
