Public (dynamic) IPv4 address with Chilli

Dear MTML,

I noticed that the IPv4 assigned to my Chilli connection is a private
IPv4 address. In other words, I cannot host a small webserver, or a
VPN so that other people can connect to my internal network.

There are currently 26.3 million IPv4 addresses left in the African
and Indian Ocean area, is there a reason why I cannot get a public
ipv4 address via my 3g connection ?
