Thanks for the copy and the ENR 2 reference. There is a maximum
flight height of 400 feet. I could not find that in the Civil
Aviation (Amendment) Regulations. The permission of the ATC is
needed for Remotely Piloted Aircrafts flights within the 1.5 nautical
miles (2.8 km) zone.

 From what I read, the Class A to E airspace does not extend to the
sea level or else a person would not be allowed to fly a
kite. However, ENR 2 defines Class C as being between 3,500 feet to sea level.
