I read a blog article about the real status of web developer 
skills.  David Dias mentioned that he did interviews of people from 
'Mauritian Universities where they are taught the "web developement"' 
and commented that "the level of knowledge of Front-End development 
reflects that of 5-10 years before".  Mr Dias used to say the 
following in the interviews: "It seems it exists a Mauritian world 
wide web and a world wide web..."  He also commented about having 
"the capacity to be aware about all changes that appear in our 
virtual and real world".  There was an interesting comment at the end 
of the article: "money is not what is needed in this case.  We need 
motivated people with fresh ideas ..."
I have interviewed some developers in Mauritius.  Some of them are 
good at what they do; for some of them I would say that there is room 
for improvement.  I am not sure whether the issue is with "Mauritius 
Universities" as I have come across similar cases where the persons 
studied at other universities.  I have talked to some local 
university students; a few of them seem motivated.  Some of the 
technologies the university students talk about are technologies 
which I heard about many years ago.
