said report". In that example the lack of a citation makes it
difficult to verify the claim.

The lack of citations could be overlooked if a person is doing
amateur work. There should be proper attribution though. On the
web, the practice is to provide a link to the original (work) as the
technology provides a way to do that. If the person judging the
amateur work usually adheres to a standard, he/she would probably ask
some questions to verify what is being claimed.

Ten years ago, it was not easy to find information related to
Mauritius which was published in another country. Nowadays, anyone
in Mauritius can do that. For example, the claim mentioned above can
be verified by reading
