About the Biometric ID Card

I had a few questions in mind and since the site of MNIC is down, I thought of asking on the mailing list. I would appreciate if someone could clarify me on the following:
1) Which data were being collected?2) How were these data going to be used?3) What may happen foreign security agencies get their hands on these sensitive data?
