Last year, I commented about that project on the mailing list. The
Horizon 2020 ICT-39 Call project for the Municipality of Quatre
Bornes looks good on paper. I doubt that it has real-world
applicability as the involvement with "customers" is very low.

I thought about MANET when I read your introduction
message. Although it is not within my expertise I can review the technology.

What is sorely missing is open access [1] and open peer review
[2]. Those approaches can generate knowledge diffusion. I am not
sure about the impact on applicable research. It seems that people on
the island are uncomfortable with the word "problem". Why would be
the reason to spend money on applicable research if there weren't any
problems to solve?
