HTTP Status 451

Hi SM,

I saw tweets about HTTP Status 451 and quickly had a glance at
https://datatracker.ietf.org/doc/draft-ietf-httpbis-legally-restricted-status.

I have a question. In the context of Mauritius, where many
individuals/organizations host their website outside Mauritius, how
would that happen? I see only through the Internet Service Providers or
the National Internet Filtering System. :)
