You commented about the ICTA annual reports as from 2012 are not
available to the public. According to Section 18 of the ICT Act 2001:

   "The Minister shall at the earliest opportunity lay a copy of a report
    submitted under subsection 3(a) before the National Assembly."

You also commented that:

   "On this note, I share the same concern as Ashok, will a
    Freedom of Information Act really help citizens in getting
    access to information?"

The Freedom of Information Act could create an obligation for
government agencies to give the person access to the requested
information. Will it still be difficult to get access to information? Yes.
