In my opinion, copying and pasting an idea from
Europe does not work if the needs of the customers are not considered.

   "Si nos startups ne décollent pas, c’est avant tout car l’écosystème locale
    souffre fortement du manque d’infrastructure et de soutien aux jeunes
    startupeurs."

There is the infrastructure in Mauritius to
create an internet-related business. There is a
Microsoft BizSpark [1]. In my opinion,
initiatives by government agencies such as the
National Computer Board would not be successful as:

   (a) There is a perception that someone else might "steal" the idea.

   (b) Government-led initiatives are not profit-oriented.

I agree that the existing framework are not
geared to provide the type of help being sought by young people.
