Google it. There are plenty of information on-line on how to create an ad-hoc connection in Windows 7.
In Windows 8.x and above you cannot "theoretically" create such a connection but there a way through netsh. [1]
But I have a more simple way and work-around for this method. :) I have created a little utility that deals with the network shell and turns your pc into an access point [2] provided you have a compatible wireless adapter.
