Btw, if you paid close attention to the subscribers using umail- you would
observe that they are all in caps.
Our Umail accounts was created by CITS and cannot be edited.

I understand that using all caps in messages is not polite and I do avoid
typing in all caps in my emails.
I would like to point out that according to what you quoted above it is not
considered as shouting.
