Taking your own government to court

Hi folks,

During day 5 of the IETF, I had an interesting discussion with Daniel
Kahn Gillmor, who works for an interesting group known as the ACLU.

I was wondering if there has been a case of people suing ISPs in court
or some branch of the government ?
